The Packet 9.11.07

City Council Meeting agendas and supporting materials are published end of day Thursday before the Tuesday night meetings.  Council Members and City Staff refer to it as 'The Packet'.  Here are highlights from the 9.11.07 City Council Agenda.

Most of the action tonight is during the work session which starts an hour early (4PM) due to the long agenda.

  • Report on the Research Park - I don't know the exact content of this update but it looks like we will get to see the final building design.  The city has been giving $150,000 to the Growth Partnership to help with start up cost.  I want to hear a time line for buildings and possible tenants tonight.
  • Railroad Safety Mitigation - Mayor Munsterman will present some ideas on how to go forward.  Safety is an issue and we need some fresh approaches to resolve safety and quality of life issues.
  • Visioning Process - The Brookings Economic Development Corporation (BEDC) would like to put together a visioning session.  The city would like to have a town hall meeting to help has create goals for the coming years.  We need to figure out how we can do both.  The idea of the visioning process is find out what Brookings wants to be as it grows up.  The resluts will be an aid to the Council as it develops and revises polocies.

The only topic of interest on the action meeting agenda is a boarding house request that was denied by the Planning Commission 6-1.  The applicant can still petition the Council for the permit.  Boarding houses don't often get turned down by the Planning Commission unless there is a serious problem with parking and location.  From the minutes of the meeting most of the commissioners felt that the neighborhood should be protected from the increase in densitya borading house would cause.

Tim, what were the facts regarding this specific boarding house? I saw that Bezdichek and Bartley voted in favor of granting the request. Did they vote for it in the face of major shortcomings by the applicant?

Sorry for the late reply I've been away from my blog for a few days.

When you say shortcomings by the applicant I going to assume you mean the properity itself. Boarding House requests don't make it all the way to the Council if they have major shortcomings in following the requirements of a boarding house. City staff and the planning commission make sure all the requirements are met. But one of the conditional use standards is the use shall not be located in an area where it could have a negative impact on adjacent properities due to its size or the traffic generated from such use. Traffic was a concern for the people currently living in the area. They testified to that at the Planning Commision and Council meeting.

I can't speak to why Tom and Mike voted for it. But I voted against because I listened to the people in the neighborhood and their concerns.
